Developing "NotaBENe!" project

During 2003-2008 the Nordic Council of Ministers was the leading partner of the two large projects of cross-border cooperation – the Baltic Euroregional Network (BEN) and the Baltic Euroregional Network-East (BEN-East). The projects aimed at joining efforts of authorities, non-governmental organisations and business into the network of the Baltic Euroregions cooperating in the Baltic Sea Region and interested in international cooperation with Baltic states, North-West Russia and Nordic countries.
The project revealed one of the major problem of the countries participating in the cross-border co-operation, namely lack of qualified personnel working in the field of international and cross-border co-operation on the level of municipal and regional authorities.
Following several meetings of BEN and BEN-East partners in 2009, "NotaBENe!" project was initiated to strengthen cross-border cooperation of the EU countries and Russia. To develop the concept further the Nordic Council of Ministers organises the seminar for "NotaBENe!" working group focusing on municipalities and their international activities on 25 and 26 February 2010 in St. Petersburg. The participants of the seminar will define target groups of "NotaBENe!" project, will analyse training needs for municipalities, necessity of participation of foreign experts in trainings, need for publishing manual on cross-border collaboration and other issues. It is expected that the project working group will be preparing the application for the Nordic Council of Ministers Knowledge Building and Networking Programme and respective regions will be applying for funding under the European Neighbourhood and Partnership Instrument.
