Nordic Council of Ministers cooperation with Russia in 2009-2013
Ministers for Nordic Cooperation adopted new guidelines for the Nordic Council of Ministers’ cooperation with North-West Russia for 2009-2013. These guidelines are designed to provide framework for developing cooperation.
As main principle, cooperation between the Nordic Council of Ministers and neighbouring countries should be seen as complementary to bilateral cooperation between individual Nordic countries and their neighbour. Minimum two Nordic countries should be represented in all the activities supported by the Nordic Council of Ministers. According to the guidelines, emphasis is now on enhancing cooperation between Nordic and Russian organizations with perspective for long-standing and sustainable partnerships and mutually benefiting results.
The Nordic Council of Ministers has a special interest in developing certain key areas, especially the following themes:
• Education, research and innovation, including the creative industries
• Environment, climate and energy, including environmental conditions of the Baltic Sea
• Promotion of economic co-operation and trade
• The Northern Dimension's partnerships – especially the Partnership for Public Health and Social Well-being (NDPHS) and the Environmental Partnership
• Promotion of democracy and civil society including cooperation between journalists, and co-operation between non-governmental organisations.
The programme is designed to enhance knowledge building and networking, economic development and competitiveness in the Nordic Region and the neighbouring areas.
